Summary: he knowledge of central and basic notions and definitions of evaluation as well as the conceptual comprehension of the historic development of evaluation with the respective theoretical and methodological approaches are essential for an adequate assessment of evaluation research and its implementation. The German Association for Evaluation recommends to impart the knowledge of theory and history of evaluation to the students in basic and continued formation. With this article the author intends to stimulate the discussion in this field of competence by presenting three generations of evaluation research and by discussing the planning and the criticism of goals as one of the main methodological problems of evaluation research.
