Summary: To define the needs of young children for a good development, and in consequence the needs of their familiesmust refer to some extent to cultural conditions, but there are some universal basicneeds. It is obvious that social, cultural and economical changes are strains for families and weaken their power in educating children and caring for them, though we cannot talk in general about a ”crisis of the family”. Considering this the article is investigating concepts of familyempowerment by various types of support which respect the life situation and the milieu of the families. The 7th “family report” of German government conceptualizes “houses for children and families” which could be meeting points for families with children, easily accessible, suited for exchange of experiences and common orientation, and adapted to different life situations including poverty conditions.
