Summary: This article treats of inclusive school quality, of how it can be described and of how the development towards inclusive quality can be encouraged. Firstly, the author goes further into the question of school quality between economic and output interests one the one hand and the bid for professional competence on the other hand. Secondly he elucidates to what extent inclusion differs from integration, which problematic areas of integration are criticised by the representatives of inclusion and which are the central domains of international criticism. In the third part, the author introduces the index of inclusion as a valid and helpful instrument for developing inclusive school quality, its fundamental approach, its basic structure – a democratic, participative process structure and a systematic structure of the contents – and he describes some daily experiences with the index of inclusion. Finally he points out that this material evidently helps to consider the quality of the school and not – indirectly – the quality of the pupils.
