Summary: For some time now, also in Germany the debate on childcare and education is intensively led in politics and society. The child care system is to be expanded and improved in quality. From the beginning on, economic arguments were part of this “sustainable” family policy. Expenditures in this context came to be regarded as investments generating human capital. But as research -recently has shown, education begins in the family and investments have the highest returns when addressed to children far before they start school. Support for children from disadvantaged families is of particular significance. Early intervention is probably the most effective and economically the most efficient, if risks to the child’s development are early recognized and support to the parents is be given at an early state in order to prevent overstraining and threats to the well-being of the child. International studies suggest a positive cost-benefit-ratio of early intervention programs - with the project "A Good Start to Life" we want to make the first national approach.
